College basketball (and football) is now a purely professional enterprise. According to AI research, in the current college athletic landscape, NIL is the baseline, not the bonus.

Direct Revenue Sharing 

NIL is now supplemented by a direct revenue-sharing model. 

The Salary Cap: Starting in the 2025-26 academic year, schools can directly pay student-athletes from a pool of up to $20.5 million per year. This cap is expected to rise by roughly 4% annually, reaching approximately $21.3 million for the 2026-27 season.

Third-Party NIL: Players can still earn additional money through third-party collectives like the 502Circle. However, all deals over $600 must now be reported to a new clearinghouse to ensure they meet "fair market value".

Louisville 2026-27 Roster Projection

Based on these new rules, Louisville’s 2026-27 roster will likely consist of 15 scholarship players. Pat Kelsey will have the flexibility to offer:

Full Scholarships for a top-heavy, elite roster.

A mix of Full and Partial Scholarships to build a deeper bench, potentially using academic merit aid to "top off" partial athletic scholarships.

Tier 1: 2-3 max stars sharing $1.5 - $2 million ($6 m total)

Tier 2: 3-4 starters sharing $600 k - $900k ($3 m total)

Tier 3: 4-5 key rotation sharing $250 k - $400 k ($1.5 m total)

Tier 4: 3-4 key rotation sharing $50 k - $150 k ($500 k total)

1. The "Star" Premium

Elite talent like Mikel Brown Jr. will command the largest slice of the pie. Because these players have the highest "Fair Market Value" (FMV), the NCAA Clearinghouse is less likely to flag multi-million-dollar payments to them compared to a bench player.

 2. Supplemental Third-Party NIL

The revenue-sharing pool is the floor, not the ceiling. Players will still sign "True NIL" deals (commercials, appearances) through the 502Circle.

THE "DOUBLE DIP": A STAR MIGHT GET $1.5M FROM UOFL'S DIRECT REVENUE SHARE AND ANOTHER $1M IN PRIVATE ENDORSEMENTS, BRINGING THEIR TOTAL 2026-27 EARNINGS TO $2.5M.

3. The "Equivalency" Strategy

Pat Kelsey can use the new rules to "money ball" the bench. By offering partial scholarships supplemented by smaller revenue-sharing checks, he can stack the roster with more talent than the old 13-scholarship limit allowed. This is vital for maintaining a "Specialist" like a 45% three-point shooter who might not be a high-minute starter but is elite in their role.
